Can this car get in?

  • Who can import: Individuals and companies may import; declarations normally go through an approved customs broker, but owners of used vehicles may declare in their own name; SGS checks value and tariff classification on arrival (Import Verification Programme), and used vehicles also go through SGS’s CIVIO arrival inspection and valuation (CFAF 25,000 per vehicle)
  • Pre-shipment inspection: BESC electronic cargo tracking note (CNCC; applied for and paid by the exporter/shipper in China, passed through on the PI at cost: EUR 100 per vehicle shipped from outside Africa/Europe); it must be filed at least 2 days before the vessel arrives, otherwise it only takes effect after a penalty. Whether PECAE (ANOR pre-shipment conformity assessment) covers complete vehicles is not confirmed ⚠
  • New battery-electric cars (8703.80): 50% reduction of the taxable value for 24 months from 1 January 2025 (to 31 December 2026, 2025 finance law Article 6) and excise exemption (Tax Code Article 131 bis, no end date); the calculator applies 15% duty but still charges VAT and the three levies on full CIF, which may overstate ⚠; used EVs do not get the reduction and are charged 30%
  • Excise by age and engine size (2026 finance law Article 10): cars ≤2,500cc 0% up to 12 years, 12.5% for 12–20 years, 25% above 20; cars >2,500cc 12.5% up to 15 years, 25% above 15; base = customs value + duty
  • The harmonised CEEAC-CEMAC common external tariff applies from 1 January 2026 (2026 finance law Article 22); the new rate for heading 8703 is not confirmed, so the old CEMAC 30% is used ⚠
  • Used cars are valued by SGS on arrival (CIVIO); if the invoice is not accepted, tax is charged on the SGS value

Rules and sources

  • Not confirmed ⚠: 2026 finance law Article 22 – the harmonised CEEAC-CEMAC common external tariff “is implemented in Cameroon from 1 January 2026”; CNCC, relaying Customs, puts passenger vehicles in a 5%–20% range, but the line rate for 8703 was not found in an official tariff text, so 30% is kept ↗
  • 2026 finance law (Law 2025/012 of 17 Dec 2025) Article 10 excise table: cars ≤2,500cc “0 to 12 years 0%”, “over 12 to 20 years 12.5%”, “over 20 years 25%”; cars >2,500cc “0 to 15 years 12.5%”, “over 15 years 25%” ↗ official 2026-10-26

  • 2023 finance law Article 9: the customs IT fee (redevance informatique) “is set at 1% of the taxable value of the goods”; 2026 finance law Article 12 leaves this “unchanged” (the 0.45% in the rules was the pre-2023 rate) ↗ official 2026-10-26
  • CNCC BESC page: the import BESC is applied for by the shipper on besc.cncc.cm and takes effect if filed at least two days before the vessel arrives, otherwise after a penalty; CNCC fee sheet: vehicles (Ro-Ro or deck) from the rest of the world EUR 100 per vehicle, containers with 1–2 vehicles at the vehicle rate; WTO review table 3.2 also gives EUR 100 ↗ official 2026-10-26

Main port of entry is Douala. New battery-electric cars get a 50% reduction of the taxable value and excise exemption until 31 December 2026.
