Who can import and what gets in

  • Who can import: Individuals and companies may import; declarations normally go through an approved customs broker, but owners of used vehicles may declare in their own name; SGS checks value and tariff classification on arrival (Import Verification Programme), and used vehicles also go through SGS’s CIVIO arrival inspection and valuation (CFAF 25,000 per vehicle)
  • Pre-shipment inspection: BESC electronic cargo tracking note (CNCC; applied for and paid by the exporter/shipper in China, passed through on the PI at cost: EUR 100 per vehicle shipped from outside Africa/Europe); it must be filed at least 2 days before the vessel arrives, otherwise it only takes effect after a penalty. Whether PECAE (ANOR pre-shipment conformity assessment) covers complete vehicles is not confirmed ⚠
  • New battery-electric cars (8703.80): 50% reduction of the taxable value for 24 months from 1 January 2025 (to 31 December 2026, 2025 finance law Article 6) and excise exemption (Tax Code Article 131 bis, no end date); the calculator applies 15% duty but still charges VAT and the three levies on full CIF, which may overstate ⚠; used EVs do not get the reduction and are charged 30%
  • Excise by age and engine size (2026 finance law Article 10): cars ≤2,500cc 0% up to 12 years, 12.5% for 12–20 years, 25% above 20; cars >2,500cc 12.5% up to 15 years, 25% above 15; base = customs value + duty
  • The harmonised CEEAC-CEMAC common external tariff applies from 1 January 2026 (2026 finance law Article 22); the new rate for heading 8703 is not confirmed, so the old CEMAC 30% is used ⚠
  • Used cars are valued by SGS on arrival (CIVIO); if the invoice is not accepted, tax is charged on the SGS value

Tax rules and sources

  • CEMAC common external tariff (lines 8703.21–8703.39): “30 % TN” – 30% duty on passenger cars, on the customs (CIF) value. This is the pre-2026 CEMAC tariff (copy hosted by Gabon Customs) ↗ official 2026-10-26
  • Not confirmed ⚠: 2026 finance law Article 22 – the harmonised CEEAC-CEMAC common external tariff “is implemented in Cameroon from 1 January 2026”; CNCC, relaying Customs, puts passenger vehicles in a 5%–20% range, but the line rate for 8703 was not found in an official tariff text, so 30% is kept ↗
  • 2026 finance law (Law 2025/012 of 17 Dec 2025) Article 10 excise table: cars ≤2,500cc “0 to 12 years 0%”, “over 12 to 20 years 12.5%”, “over 20 years 25%”; cars >2,500cc “0 to 15 years 12.5%”, “over 15 years 25%” ↗ official 2026-10-26
  • 2020 finance law Article 6 (CEMAC Directive 03/19): the import excise base is the customs value plus the customs duty ↗ official 2026-10-26
  • Customs (DGD) presentation of the 2025 finance law: a 50% reduction of the taxable value of new imported electric vehicles “for a period of 24 months”, plus exemption from import excise (2025 finance law Article 6, Tax Code Article 131 bis) – i.e. to 31 Dec 2026 ↗ official 2026-10-26
  • 2026 finance law, Tax Code Article 131 bis: electric vehicles of subheadings 8703.80 10 100 and 8703.80.90.100 “are not subject to excise” (no end date) ↗ official 2026-10-26
  • Ministry of Finance, “La TVA en bref”: VAT is 19.25% – 17.5% principal plus 10% of the principal as communal surcharge; imports are taxable ↗ official 2026-10-26
  • WTO trade policy review of Cameroon (WT/TPR/S/445, 2023) para 3.26: TCI at 1% on imports from outside CEMAC and CCI of 0.4% on imports from outside ECCAS, both on the c.i.f. customs value ↗ official 2026-10-26
  • 2023 finance law Article 9: the customs IT fee (redevance informatique) “is set at 1% of the taxable value of the goods”; 2026 finance law Article 12 leaves this “unchanged” (the 0.45% in the rules was the pre-2023 rate) ↗ official 2026-10-26
  • CNCC BESC page: the import BESC is applied for by the shipper on besc.cncc.cm and takes effect if filed at least two days before the vessel arrives, otherwise after a penalty; CNCC fee sheet: vehicles (Ro-Ro or deck) from the rest of the world EUR 100 per vehicle, containers with 1–2 vehicles at the vehicle rate; WTO review table 3.2 also gives EUR 100 ↗ official 2026-10-26
  • WTO review paras 3.3, 3.13–3.18: declarations through an approved broker, but owners of used vehicles may declare in their own name; under the IVP SGS checks origin, value and classification on arrival; used vehicles go through SGS’s CIVIO arrival inspection (CFAF 25,000 per vehicle) and SGS values them ↗ official 2026-10-26
Main port of entry is Douala. Passenger cars pay the 30% CEMAC common external tariff (the harmonised CEEAC-CEMAC tariff applies from 1 January 2026; the new 8703 rate is still to be confirmed ⚠), plus TCI 1%, CCI 0.4%, a 1% customs IT fee and 19.25% VAT (17.5% + 10% communal surcharge). Under the 2026 finance law, cars of 2,500cc or less pay no excise up to 12 years old, 12.5% for 12–20 years and 25% above 20; cars over 2,500cc pay 12.5% up to 15 years. New battery-electric cars get a 50% reduction of the taxable value and excise exemption until 31 December 2026. Each car needs a CNCC BESC electronic cargo tracking note, applied for by the exporter in China and listed on the PI. SGS values used cars on arrival.

Importing a car from China to Cameroon: duty, VAT, BESC and PECAE conformity

A car from China can be imported into Cameroon through Douala by a private person or a company. It pays the CEMAC common external tariff, Cameroon's 19.25% VAT and the CEMAC and ECCAS community levies. Two documents are needed before the car sails: the PECAE conformity assessment required by ANOR and the electronic cargo tracking note (BESC) issued by the Cameroon National Shippers' Council (CNCC). The exporter arranges and pays for both in China.

Policy checked: 26 October 2026. Each rate and step links to its official or authoritative source. Valuation, release and registration are decided by Cameroon's Directorate-General of Customs and the transport administration on the actual vehicle; nothing here guarantees the outcome.

Who can import, and what the car must be

Individuals and companies may both import. According to the WTO trade policy review of Cameroon (2023), customs declarations are made by an approved customs broker, although owners of used vehicles may declare in their own name. Cameroon drives on the right, so a left-hand-drive Chinese-market car fits. Shipping documents must state the vehicle's year of first registration (2024 finance law, Article 11), and age matters for tax: the 2026 finance law readjusted the excise on imported vehicles to discourage old cars. SGS checks value and tariff classification on arrival, so an invoice below market value will not set the tax base.

Taxes and the landed cost

  1. Customs duty 30% on the CIF value: the top band of the CEMAC common external tariff, which covers everyday consumer goods (WTO, CEMAC common report).
  2. Community levies on CIF: the CEMAC integration tax (TCI) of 1% and the ECCAS integration contribution (CCI) of 0.4%. Cameroon adds a customs IT fee (RUSID) of 0.45%; the WTO review gives the f.o.b. value as its base, while the calculator applies it to CIF, which slightly overstates it.
  3. Excise. The base is the customs value plus duty (finance law, Article 6, under CEMAC Directive 03/19). Rates now depend on the vehicle's age; the calculator charges none on a new petrol car. Have your broker confirm the band for the actual car, especially a used one.
  4. VAT 19.25%: the 17.5% standard rate plus a 10% communal surcharge on it (Ministry of Finance).
  5. New electric cars. The 2025 finance law (Article 6) gives new imported electric vehicles a 50% reduction of the taxable value for 24 months and exempts them from excise; check that the measure still applies on your clearance date.

Landed charges come to about 58% of CIF, or 147–155% on top of the ex-works price. Run the calculator with the actual model; the customs assessment prevails.

Conformity and registration

Under PECAE, ANOR's pre-shipment conformity programme, goods other than listed exemptions need an attestation of conformity from an approved body before shipment; ANOR then grants the certificate of conformity through the GUCE single window. The TÜV Rheinland PECAE guide gives ANOR's fee as 0.45% of FOB value (route A), minimum €300, maximum €7,000. The process uses the importer's confirmed import declaration, so the buyer supplies it; the exporter files the request in China and pays the fee. Used vehicles also go through the CIVIO identification check by SGS on arrival (CFAF 25,000 per vehicle per the WTO review), and Germany Trade & Invest notes that a roadworthiness certificate from the export country is required for clearance and registration.

After release, the importer applies for the carte grise with the transport administration. LandedCar does not handle registration and does not guarantee it.

Shipping and customs clearance

Cars ship from southern China to Douala; the calculator uses the current reference freight and insurance. Since a 2006 order (00557/MINT), sea imports must carry an electronic cargo tracking note made out by the CNCC; the WTO review lists €100 per bill of lading for vehicles from outside Africa and Europe, and loading without a valid note is a violation. On the CNCC's BESC page the shipper applies online or through an approved agent, at least two days before the vessel arrives; a late note is validated only after a penalty is paid. The exporter obtains it in China before loading, as the US Commercial Guide advises.

The broker clears with the final invoice, freight invoice, BESC, insurance certificate, bill of lading, import declaration and SGS report; imports worth CFAF 500,000 or more must be insured with a local company. LandedCar delivers to the port (FOB or CIF); duty, VAT, clearance and registration are handled in the importer's name by the importer or their broker, and the responsibility for each step must be written into the quotation and pro forma invoice.

Frequently asked questions

Is an electric car cheaper to import? A new one, yes, while the 2025 measure lasts: half the taxable value and no excise. A used electric car does not qualify.

Can I import a used car? Yes, but expect SGS valuation, the CIVIO check and an age-based excise that rises for older cars; ask your broker for the band before you buy.

Will the brand's dealer in Cameroon honour the warranty? Do not assume so; ask the seller what warranty is included.
