Who can import and what gets in

• Who can import: Individuals and companies may import; companies clear through a licensed customs agent with a tax number (PIB)
• Used cars must be Euro 4 or better and new cars Euro 6 or better (since 15 Oct 2018); the government has proposed Euro 5 minimum / a ban on cars over 15 years since 2024, check before the first order whether it is in force
• A China-spec car without an EU CoC needs single-vehicle homologation before registration; Montenegro is closing EU accession talks, after accession EU duty 10% plus the countervailing duty would apply

Used cars must be Euro 4 or better and new cars Euro 6 or better in Montenegro (since 15 Oct 2018); there is no age limit, but a government proposal since 2024 would raise the minimum to Euro 5 and ban cars over 15 years, so check before the first order. Duty 5% (no preference for China-built cars; EU-built with EUR.1 duty-free), VAT 21% on CIF plus duty, no excise and no registration tax, and no special relief for battery-electric cars at present. Cars arrive at the Port of Bar, usually transhipped via Koper or Piraeus; freight is an estimate. After EU accession the EU 10% duty and countervailing duty would apply.
