Who can import and what gets in

• Age limit 3 years
• Used cars may only be imported from the US / Canada (USMCA); Chinese used cars cannot enter — new cars can
• Who can import: Companies need an importer card (GOEIC) and tax card; individuals may import one car for own use every five years (Decree 319/2024), paying through an Egyptian bank with Form 4
• Used ICE passenger cars are banned; ICE cars must be current-model-year new (first buyer). Used BEVs were allowed up to 3 years under Decree 255/2018 but the trade ministry tightened this in 2021, so confirm case by case with customs
• A 19-digit ACID code must be obtained on the Nafeza single window at least 48 hours before loading (exporter files via CargoX), otherwise the car cannot be discharged
• BEVs: 0% duty and 0% table tax, essentially 14% VAT; ICE above 1,600 cc pays 135% duty, hybrids 30% / 100%, range-extenders 10%

Egypt bans used ICE passenger cars (ICE cars must be current-model-year new); used BEVs were capped at 3 years and tightened in 2021, so confirm case by case; left-hand drive. BEVs pay 0% duty, 0% table tax and no development fee, so essentially 14% VAT; ICE up to 1,600 cc pays 40% duty + 1% table tax + about 3% development fee + 14% VAT, and above 1,600 cc the duty is 135%. Individuals may import one car every five years and must pay through an Egyptian bank (Form 4). An ACID code is required 48 hours before loading. Main ports Alexandria and Ain Sokhna; the development fee, port and conformity charges are estimates.
