Who can import and what gets in

• Age limit 5 years
• Who can import: Kuwaiti-registered companies holding a valid vehicle import licence may import in volume; citizens may import one car every two years in their own name (MOCI temporary licence, KWD 7); non-citizens cannot import in their own name
• Used cars are generally limited to 5 years from first registration; the MOCI temporary-licence page says 10 years with Vehicle Committee approval beyond that — quote conservatively on 5
• Right-hand-drive cars cannot be imported or registered, LHD only; cars must meet GSO Gulf standards and pass KUCAS conformity (PAI technical evaluation certificate) to clear customs

Used cars are generally limited to 5 years (10 under the MOCI temporary-licence route, older needs committee approval); right-hand drive is prohibited, LHD only; cars must meet GSO Gulf standards and pass KUCAS conformity. Duty is the GCC common tariff of 5% on CIF; Kuwait has no VAT and currently no excise (the proposed selective tax targets tobacco, sweetened drinks and luxury goods, not ordinary passenger cars), so the landed cost is mainly duty + clearance and port charges + KUCAS / GSO conformity + Traffic Department inspection and plates, all estimated.
