Importing a car from China to Albania: full landed-cost guide 2026
Duties, VAT, who can import, what gets in, shipping — and the DDP price of 28 popular Chinese models in Albania, computed by our rules engine with sources and verification dates.
Who can import and what gets in
- • Who can import: Individuals and companies may import; companies need a NIPT tax number, a licensed broker files customs, and registration is at the DPSHTRR
- • Used passenger cars need Euro 4 and new cars Euro 5 (Decision 633/2018 as amended by 154/2019); the original 10-year age limit was removed in the 2019 amendment; whether RHD cars can be registered was not confirmed (estimate)
- • Passenger-car duty 0% (Albania's 2023 MFN rates on World Bank WITS, every 8703 subheading at 0%), VAT 20%; the BEV VAT exemption covers only new, zero-km cars never registered in any country (VAT Law Art. 51(p)), so used BEVs pay 20% at import
- • Annual vehicle tax TVMP = cc × age coefficient × fuel rate (petrol 10, diesel 12.5 lek per cc), not due for cars 0–3 years old; luxury cars (3,000 cc+ or ALL 5 million+) pay ALL 70,000 at registration + ALL 21,000 a year
Tax rules and sources
- Tax Directorate national-taxes page and the linked consolidated National Taxes Law 9975/2008: luxury cars (3,000 cc+ or ALL 5 million+) pay ALL 70,000 at registration + ALL 21,000 a year; TVMP = cc × age coefficient × fuel rate (diesel 12.5, petrol 10 lek), not due for cars 0–3 years old; carbon tax applies to fuel only ↗ official 2026-10-11
- Government approves the ban on importing used cars over 10 years old ↗ verified 2026-10-11
- The ban on used cars over 10 years took effect on 2 December 2018 ↗ verified 2026-10-11
- Online customs calculator: 20% VAT, reference customs values by engine size (up to 1,400 cc ALL 162,500 … above 3,000 cc ALL 625,000) ↗ verified 2026-10-11
- Vehicle-tax guide 2026: TVMP formula, 2026 reference customs values, BEVs pay only ALL 200 ↗ verified 2026-10-11
- Guide to exporting cars to Albania 2026: duty, 20% VAT, 10-year limit, Durrës procedure ↗ verified 2026-10-11
- Official consolidated Decision 633/2018 (as amended by 154/2019) point 8(c): used passenger cars need only Euro 4, the former 'built no more than 10 years earlier' clause is gone; other used vehicles Euro 3 + 15 years; new cars Euro 5 ↗ official 2026-10-11
- Official consolidated VAT Law 92/2014 (amended up to Law 80/2025): Art. 48 standard rate 20%; Art. 51(p) exempts 'new, zero-km electric-only vehicles never registered in any country'; the import exemption follows the same scope; Art. 44 import base = customs value + import duties + freight and insurance ↗ official 2026-10-11
- World Bank WITS (Albania's submission to UNCTAD TRAINS): 2023 MFN rate 0% for 870321–870390; no Albania–China FTA, so China-origin cars take the MFN rate ↗ official 2026-10-11
- Original Decision 633/2018 (published by Customs) point 8(c): used passenger cars Euro 4 and no more than 10 years from manufacture to first Albanian registration (since amended by 154/2019) ↗ official 2026-10-11
Used passenger cars need Euro 4 and new cars Euro 5; the old 10-year age limit was removed in 2019 (official consolidated Decision 633/2018 as amended by 154/2019). Passenger-car duty is 0% (Albania's 2023 WITS submission) and there is no import excise, so only 20% VAT on CIF + duty applies; the BEV VAT exemption covers only new, zero-km, never-registered cars (VAT Law Art. 51(p)), leaving new BEVs with little beyond port and registration fees; used BEVs pay 20% at import, but this page treats every BEV as exempt, so a used BEV is understated by about $4,000 (estimate). The annual vehicle tax TVMP depends on engine size and age and is not due for cars 0–3 years old. Whether RHD cars can be registered was not confirmed (estimate). Main port Durrës; left-hand drive.
