Who can import and what gets in

- • Who can import: Commercial import needs a Ministry of Transport vehicle importer licence (direct / indirect / small importer); individuals may import one car for own use under personal import
- • Used cars only under personal import for own use and no older than 2 years (returning residents 4 years, new immigrants no limit); commercial import is new cars only
- • The model needs type approval recognised by the Ministry of Transport (EU / US standards); China-spec cars must be type-approved through a licensed importer
- • Purchase tax on CIF + duty: petrol 83% less the green-grade credit, BEV 48% in 2026 (credit capped at NIS 22,000, so above about $22,000 CIF the effective rate exceeds 48%); the 2027 rate is set at year-end and is trending up

In Israel used cars can only be brought in under personal import for own use and must be no more than 2 years old (returning residents 4 years, new immigrants no limit); commercial import is new cars only. Left-hand drive. China-built cars pay 7% duty (the Israel–China FTA is not yet in force); purchase tax is charged on CIF + duty: petrol cars 83% less a green-grade credit of a few thousand shekels (estimate), battery-electric 48% in 2026 (35% in 2024, 45% in 2025; credit capped at NIS 22,000, so above about $22,000 CIF the effective rate exceeds 48%). The 2027 rate is decided at year-end by the Treasury and the Knesset Finance Committee and is trending up; the green-tax framework runs to 31 Dec 2027. VAT 18% (since 1 Jan 2025) on CIF + duty + purchase tax; ports Ashdod / Haifa.
