Who can import and what gets in

  • Age limit 13 years
  • Who can import: Companies and individuals (imports worth USD 2,000 FOB or more need a DDI filed in advance by the importer or a licensed customs broker through the GUCEG single window)
  • Pre-shipment inspection: BSC cargo tracking note; used cars also need a pre-shipment condition certificate (both arranged by the exporter in China)
  • Left-hand drive only; right-hand-drive cars are refused entry (carrier notice citing 2020 government decrees ⚠)
  • Used cars must be no more than 13 years old, counted from first registration abroad (decree D/2021/071/PRG/SGG ⚠)
  • New cars: the 2025 amended finance law exempts them from VAT and cuts duty; the calculator uses 10% duty + 2.75% levies = 12.75% (Budget Minister's figure ⚠); electric cars are not singled out and are treated as new cars ⚠
  • Used cars: 20% common external tariff and 18% VAT; per the 2018 WTO review the 5% excise applies only to used passenger cars over five years old, but the calculator applies 5% to all used cars (may overstate ⚠)
  • Used cars need a pre-shipment condition certificate (requested by the exporter in China, shown separately on the PI at actual cost); for electric cars the carrier asks for a battery MSDS

The main entry port is Conakry. The 2025 amended finance law exempts new cars from VAT and cuts their customs duty (National Transition Council report). The Budget Minister puts the total border charge on new cars at 12.75%; the calculator splits it into 10% duty plus RTL 2%, PC 0.5% and CA 0.25%, but the 10% figure itself has not been seen in the law text ⚠. Electric cars are not singled out and are treated as new cars ⚠. Used cars pay the 20% ECOWAS common external tariff, 18% VAT (on a base including duty and RTL) and 5% excise (per the 2018 WTO review, on used passenger cars over five years old). Used cars must be no more than 13 years old and right-hand-drive cars are refused (sources: a reprint of the decree and carrier notices ⚠).

Importing a car from China to Guinea: DDI, the 2025 new-car tax cut and carte grise

Since the 2025 amended finance law, a new car imported into Guinea pays no TVA and a sharply reduced border charge: the Ministry of Budget puts it at 12.75%, down from more than 44%. Used cars stay on the ordinary regime and must be no more than 13 years old. Right-hand-drive cars are refused, and every import starts with a DDI filed through the GUCEG single window.

Policy checked: 26 October 2026. Each rate and step links to its source: the National Transition Council report on the 2025 amended finance law, the WTO Trade Policy Review of Guinea and the GUCEG single window. Customs assessment and registration are decided by Guinean customs and the transport administration; nothing here guarantees the outcome.

Who can import, and what the car must be

Per the WTO review, any import worth USD 2,000 FOB or more needs a DDI (déclaration descriptive d'importation) filed in advance by the importer or a licensed customs broker; it is valid for six months. Today the DDI is filed and paid online through GUCEG, which also carries the customs declaration. Guinea drives on the right: a CMA CGM advisory citing the 2020 government decrees states that importing or using a right-hand-drive vehicle is forbidden, at the risk of fines, destruction or re-export. Chinese-market cars are left-hand drive. For used cars, decree D/2021/071/PRG/SGG of 2 March 2021 bans vehicles over 13 years, counted from first registration abroad (Guinéenews).

Taxes and the landed cost

  1. New cars: TVA exempt, reduced duty. The CNT report lists TVA exemption and a customs-duty cut on imports of new vehicles and new parts. The Budget Minister gives the new border rate as 12.75% (Horoya). The car must be new, with a certificate of origin and a declaration of use (Guinee114).
  2. RTL 2%, PC 0.5%, CA 0.25% of the CIF value remain payable (Guinee114; rates per the WTO review). Our calculator splits the 12.75% as 10% duty plus these three levies.
  3. Used cars get none of this: they pay the ECOWAS common external tariff and 18% TVA, and the WTO review lists a 5% excise on used passenger cars more than five years old. Ask your transitaire for the exact liquidation before buying.
  4. DDI fee: scaled to FOB value, 400,000 to 1,000,000 GNF per band in the WTO review; the table uses an estimate.

Landed charges come to about 16% of CIF, or 77–85% on top of the ex-works price. Run the calculator with the actual model; the customs liquidation prevails.

Inspection and carte grise

Registration is done at the Conakry regional land-transport office (formerly CADAC), with the car present, for the digital carte grise. The Ministry of Transport notice lists for an imported new car: the application form, proof of residence, ID, the customs release certificate (certificat de mise à la consommation), proof that registration duties are paid and the dealer's invoice with specifications and first-use date. We could not open an official fee schedule, so that table row is an estimate. Registration is the administration's decision; LandedCar does not guarantee it.

Shipping and customs clearance

Cars sail from southern China to the Port Autonome de Conakry by ro-ro or container; the calculator uses the current reference freight and insurance. A used car also needs a pre-shipment condition certificate: the 2021 decree requires it, and an MSC notice says the shipper must hand a copy to the carrier. On LandedCar shipments, any pre-shipment inspection is requested and paid by the exporter in China. LandedCar delivers to the port (FOB or CIF); DDI, clearance, duties, levies and the carte grise are handled in the importer's name by the importer or their transitaire, and the responsibility for each step must be written into the quotation and pro forma invoice.

Frequently asked questions

Is an electric car treated differently? The 2025 relief is framed for new vehicles in general; the reports do not single out electric cars. Have your transitaire confirm the tariff line.

Can I bring a right-hand-drive car and convert it? No; plan on a left-hand-drive car.

Is the 12.75% rate guaranteed for my car? No. It depends on customs classing the car as new and accepting the origin documents.
