Who can import and what gets in

• Age limit 5 years
• Who can import: Only enterprises licensed as automobile importers under Decree 116/2017 (manufacturer authorisation, warranty and service facilities) may import; individuals cannot import for trade
• Used cars: no more than 5 years from manufacture, registered at least 6 months and driven at least 10,000 km in the origin country, with per-unit absolute / mixed duty (about USD 10,000 per car up to 1.5L)
• Left-hand drive only; right-hand-drive cars cannot be imported
• China-built passenger cars are outside the ACFTA concessions, so MFN duty 70% applies; BEVs up to 9 seats pay 3% special consumption tax until 28 February 2027 (then 11%) and 0% first registration fee until 28 February 2027

Used cars are accepted only if under 5 years from manufacture, registered 6 months and driven over 10,000 km in the origin country, with per-unit absolute / mixed duty (about USD 10,000 per car up to 1.5L, approximated here as 50% (estimate)); left-hand drive only; the importer must be a licensed automobile importer with manufacturer authorisation. China-built passenger cars are outside the ACFTA concessions, so new cars including BEVs pay MFN duty of 70%; special consumption tax runs from 35% (up to 1.5L) to 150% by engine size, BEVs up to 9 seats pay 3% until 28 February 2027 (then 11%); VAT is 10% (SCT goods are excluded from the 8% cut) on CIF + duty + SCT. Registration adds a first registration fee: 0% for BEVs until 28 February 2027, 10% for petrol cars (12% in Hanoi / Hai Phong). Cars arrive via Hai Phong or Ho Chi Minh City; port and inspection fees are estimates.
