Who can import and what gets in

• Used cars may only be imported from the US / Canada (USMCA); Chinese used cars cannot enter — new cars can
• Who can import: Mostly companies: RUT, VUCE import registration and a customs broker; a private new-car import follows the same steps; the model needs a Ministry of Transport homologation sheet (Ficha Técnica de Homologación)
• Used cars cannot be imported; only classic / collector cars over 35 years old, diplomats and certain returning residents are exempt
• Cars pay 35% duty; battery-electric 0% (Decree 2051/2019, no quota, no expiry), hybrids 5–15% (by type and quota); VAT 19%, 5% for BEVs
• There is also a national consumption tax: 8% below US$30,000 FOB, 16% at or above, charged on BEVs too; left-hand drive

Used cars cannot be imported (classic cars over 35 years and diplomats excepted). Cars pay 35% duty, battery-electric 0% (Decree 2051/2019, no quota, no expiry), hybrids 5–15%; VAT 19% (5% for BEVs, on CIF + duty); plus the national consumption tax of 8% (16% at or above US$30,000 FOB, on CIF + duty). The model needs a Ministry of Transport homologation sheet; left-hand drive; from China usually via Buenaventura, Cartagena also possible.
