Used cars cannot be imported (classic cars over 35 years and diplomats excepted). Cars pay 35% duty, battery-electric 0% (Decree 2051/2019, no quota, no expiry), hybrids 5–15%; VAT 19% (5% for BEVs, on CIF + duty); plus the national consumption tax of 8% (16% at or above US$30,000 FOB, on CIF + duty). The model needs a Ministry of Transport homologation sheet; left-hand drive; from China usually via Buenaventura, Cartagena also possible.
