Rules and sources

Used / reconditioned cars cannot be imported (2025 NRB directive, Euro 6 for four-wheelers); drives on the left with right-hand drive, so a China-spec LHD car cannot get an ordinary registration. FY 2083/84 (from 17 July 2026, per the Economic Act 2083) BEVs: 20% duty + Clean Infrastructure Investment Fee (on CIF + duty) banded by customs value: up to Rs 2.0m 2.5%, 2–3m 20%, 3–4m 35%, 4–5m 90%, above 5m 130%; at the NRB rate of 154.5 a CIF of $20,000 is about Rs 3.09m, the 35% band (below about $19,400 CIF it is 20%, above about $25,900 it jumps to 90%), and 35% is used here; the 5% BEV road fee (levied on the after-tax value, 6.75% of CIF + duty) is folded into the same line, so the BEV line shows 41.75% (estimate). Petrol cars: 80% duty + excise by engine size 60 / 65 / 75 / 85 / 95 / 105% (65% at 1.5L; diesel bands differ) + 10% road fee (on the value including duty and excise, 29.7% of CIF at 1.5L, understated for larger engines) (estimate) + 13% VAT. Landlocked: sea freight to Kolkata then road to Birgunj, or overland via Kerung–Rasuwagadhi; payment must go through a letter of credit.
