Who can import and what gets in

• Used cars may only be imported from the US / Canada (USMCA); Chinese used cars cannot enter — new cars can
• Who can import: Importers / companies accredited with the Bureau of Customs may import new cars; used cars only under the No-Dollar Importation Program (returning residents etc.) with a DTI permit, once, for personal use
• Used cars are banned (EO 156 as amended); the only exception is one personal-use car for returning residents, not resalable for 3 years; right-hand-drive cars cannot be registered (RA 8506)
• CBU battery-electric cars pay 0% duty (EO 12/2023, extended to 2028 and widened to hybrids by EO 62/2024); BEVs are exempt from excise and hybrids pay half
• Excise is price-banded at 4% / 10% / 20% / 50% of the landed value; a petrol car at CIF $20,000 falls in the 20% band

Used cars are banned (only returning residents may import one personal car), so the used sample here is only illustrative; left-hand drive only, RHD cars cannot be registered. CBU battery-electric cars pay 0% duty (EO 12/2023, extended to 2028 by EO 62/2024) and no excise, so only 12% VAT applies; China-built petrol cars pay 30% duty (passenger cars stay on the ACFTA sensitive track), excise is price-banded at 4% / 10% / 20% / 50% of the landed value with a CIF $20,000 car in the 20% band, and VAT 12% is charged on CIF + duty + excise. Cars arrive via Manila; port and LTO fees are estimates.
