Who can import and what gets in

• Age limit 8 years
• Who can import: Individuals and companies may import; a Togolese tax ID (NIF) is required and an approved customs broker (CDA) files through the single window (GUCE)
• Pre-shipment inspection: Cotecna ADV
• Right-hand-drive cars cannot be registered
• Cars for personal use should be no more than 8 years old; used cars over 5 years get no customs-value abatement
• Used EVs need a battery state-of-health report and conformity documents
• A BESC / ECTN cargo tracking note is mandatory before shipment
• New cars get an 80% customs-value abatement (effective duty about 4%) — confirm with a Lomé clearing agent before quoting

Togo imports passenger vehicles primarily via the Port of Lomé (PAL), a major deep-water transit hub for West Africa. Standard ICE passenger cars face combined duties and taxes of approx. 45%-54% on CIF, though new cars enjoy an 80% customs valuation abatement, and brand-new EVs benefit from a 100% duty/VAT exemption.
