Who can import and what gets in

• Who can import: Individuals and companies can import; companies need an EORI number
• A China-spec car without an EU CoC needs individual approval and a technical inspection before registration
• EU duty is 10%; new China-built BEVs and range-extender cars also carry the EU countervailing duty, used cars (registered over 6 months and over 6,000 km) do not
• From 1 Jan 2025 first registration carries a registration fee (EUR 150 base + CO2 and gross-mass parts; BEVs only pay EUR 2 per kg of gross mass over 2,400 kg, capped at EUR 2,200), and an annual motor vehicle tax applies thereafter

Tax rules and sources

Road Traffic Act §190²²–§190²⁴: M1 registration fee = EUR 150 + age factor × (CO2 part + mass part); CO2 EUR 5/g (≤117 g), 10 (118–150), 30 (151–200), 50 (>200); mass EUR 2 per kg over 2,000 kg (PHEV 2,200) capped at EUR 2,000; BEV = EUR 150 + age factor × min(2,200, 2 × max(0, gross mass − 2,400)) ↗ official 2026-10-03
Transpordiamet motor vehicle tax page: from 2025 a registration fee and an annual motor vehicle tax apply; first registration of M1/N1 carries the registration fee ↗ official 2026-10-03
Pre-registration inspection: new cars need a CoC or technical file, used cars the original registration; non-EU cars without CoC go through individual approval ↗ official 2026-10-03
M1/N1 cars paying the registration fee do not also pay the ordinary registration state fee; standard plates EUR 65 ↗ official 2026-10-03
Standard VAT rate 24% (from 1 July 2025) ↗ official 2026-10-04
EU common customs tariff: passenger cars (8703) from third countries 10% ↗ official 2026-10-03
EU countervailing duty on new China-built BEVs (7.8%–35.3% by producer, 35.3% without the invoice declaration); used cars outside scope ↗ official 2026-10-03
Import VAT base = customs value + duty + other import charges (incl. CVD) + costs to first destination ↗ official 2026-10-03
Cars without an EU CoC need individual approval before registration ↗ official 2026-10-03

EU duty 10% + VAT 24% (since July 2025), plus the one-off registration fee introduced in 2025: EUR 150 base, petrol cars add a CO2 part (EUR 5/g up to 117 g, 10 for 118–150, 30 for 151–200, 50 above 200) and EUR 2 per kg of gross mass over 2,000 kg; BEVs skip CO2 and pay only EUR 2 per kg of gross mass over 2,400 kg, capped at EUR 2,200: a 2-tonne BEV SUV (2,500 kg gross) = 150 + 2 × 100 = EUR 350, a petrol car at WLTP 140 g = 150 + 5 × 117 + 10 × 23 = EUR 965, used cars are scaled down by an age factor (estimate); an annual motor vehicle tax follows (from EUR 50 for BEVs). New China-built BEVs and range-extender cars carry the EU countervailing duty: 35.3% unless a listed manufacturer issues the invoice with the required declaration; used cars (registered over 6 months and driven over 6,000 km) are outside it. China-spec cars without an EU CoC need single-vehicle approval (cost estimated). Plates EUR 65. Sea freight direct to Tallinn / Paldiski.
