Tax rules and sources

Norway is outside the EU customs union: the EU countervailing duty on Chinese BEVs does not apply; customs duty on passenger cars is 0% ↗ official 2026-09-20
BEV VAT: from 2026-01-01 the first NOK 300,000 of the price is exempt and 25% applies above it (previously NOK 500,000); the threshold falls to NOK 150,000 in 2027 and is abolished in 2028. Non-electric cars pay the full 25% ↗ official 2026-09-20
One-off registration tax (engangsavgift, 2026): every car pays NOK 12.71 per kg of kerb mass above 500 kg; cars with a combustion engine (PHEV / range-extender included) also pay NOK 260 per kg above 1,200 kg (PHEVs with ≥100 km electric range get 10% off the kerb mass first); CO₂ part NOK 800 per g for 0–100 g/km, 1,600 for 101–150, 3,200 for 151–225 and 5,000 above 225; NOx NOK 26.94 per mg/km. The largest Chinese-EV market in the Nordics. Outside the EU customs union, so the EU's 17–35% countervailing duty does not apply, and customs duty is 0%. BEVs: no VAT on the first NOK 300,000 (about $28,500) of the price, 25% above it; the registration tax is the weight item only (defaults to 1,900 kg, about NOK 17,800). Cars with a combustion engine (petrol, PHEV, range-extender): full 25% VAT, and registration tax = weight + combustion-engine weight surcharge (NOK 260 per kg above 1,200 kg) + CO₂ + NOx — a 1,600 kg, 150 g/km petrol SUV pays about NOK 279,000 (about $26,500), more than the car itself, so petrol and PHEV are practically unviable in Norway. Kerb mass and CO₂ are defaults — replace them with certified values. The BEV VAT relief tightens in 2027 and ends in 2028.
