Rules and sources

  • Norway is outside the EU customs union (Commission: the customs union does not extend to Norway, Iceland and Liechtenstein), so the EU countervailing duty on Chinese BEVs does not apply; customs: most goods are duty-free, cars taken as 0% (the tolltariffen 8703 page is a JS app and was not opened, estimate); VAT 25% on customs value + duty, excise or other charges ↗ official 2026-10-26
  • BEV VAT: from 2026-01-01 no VAT on the first NOK 300,000 of the price, 25% above it (toll.no updated 2026-08-19; the threshold was 500,000 before); a parliamentary resolution of 2025-12-05 asks for a further NOK 150,000 cut in each of the 2027 and 2028 budgets (subject to ESA approval), while the government had proposed abolition in 2027 — none of this is final. Non-BEVs pay the full 25% ↗ official 2026-10-26
  • One-off registration tax engangsavgift (2026 parliamentary resolution 2025-12-18-2755): every car pays NOK 12.71 per kg of kerb mass above 500 kg (§ 2); cars with a combustion engine (PHEV / range-extender included) also pay NOK 260 per kg above 1,200 kg (§ 3 a.1); CO₂ part NOK 800 per g for 0–100 g/km, 1,600 for 101–150, 3,200 for 151–225 and 5,000 above 225 (§ 3 a.2). The NOx item was abolished from 2026-01-01 and the 10% PHEV kerb-mass deduction from 2024-01-01 (Skatteetaten 2026 circular); BEVs pay only the weight item ↗ official 2026-10-26
  • EEA member: imported cars without EU type approval must pass Statens vegvesen single-vehicle approval (enkeltgodkjenning) before first registration, and cars from outside Europe can be hard to approve; inspection fee NOK 1,750 for vehicles up to 3,500 kg (from 2026-02-01, fee regulation 2026-01-16-54) ↗ official 2026-10-26
Outside the EU customs union, so the EU's 17–35% countervailing duty does not apply, and customs duty is 0%. BEVs: no VAT on the first NOK 300,000 (about $28,500) of the price, 25% above it; the registration tax is the weight item only (defaults to 1,900 kg, about NOK 17,800). Cars with a combustion engine (petrol, PHEV, range-extender): full 25% VAT, and registration tax = weight + combustion-engine weight surcharge (NOK 260 per kg above 1,200 kg) + CO₂ (the NOx item was abolished in 2026) — a 1,600 kg, 150 g/km petrol SUV pays about NOK 279,000 (about $26,500), more than the car itself, so petrol and PHEV are practically unviable in Norway. Kerb mass and CO₂ are defaults — replace them with certified values. Parliament has asked for the BEV VAT threshold to drop by NOK 150,000 in each of 2027 and 2028, subject to ESA approval.
