Cars with a combustion engine (petrol, PHEV, range-extender): full 25% VAT, and registration tax = weight + combustion-engine weight surcharge (NOK 260 per kg above 1,200 kg) + CO₂ + NOx — a 1,600 kg, 150 g/km petrol SUV pays about NOK 279,000 (about $26,500), more than the car itself, so petrol and PHEV are practically unviable in Norway. Kerb mass and CO₂ are defaults — replace them with certified values. The BEV VAT relief tightens in 2027 and ends in 2028.
