Duty is per cc (consolidated Cabinet Decision 500 tariff): up to 1,500 cc new USD 0.4 per cc (1.5L ≈ USD 600, about 3%), used 0.7 (≈ 5%); above 1,500 cc new 0.7, used 1.2; a car counts as used once 1 year has passed since manufacture, regardless of mileage. New BEVs are duty-free, used ones pay the petrol rates: BEVs up to 3 years old pay 0% (Decision 411, still in force) and older BEVs actually pay 15%; this page charges BEVs at the petrol rates, overstating new BEVs by about 3% and understating BEVs over 3 years by about 10 points (estimate). Excise is per cc: up to 2,000 cc AZN 0.3 per cc (1.5L ≈ AZN 450 ≈ USD 265, shown as a fixed fee and left out of the VAT base), x1.5–2 for cars over 7 years, BEVs have no engine size so in practice 0; VAT 18% on CIF + duty + excise, the BEV / hybrid exemption was abolished on 1 January 2026.
