Who can import and what gets in
- • Who can import: Individuals and companies can import; companies need an EORI number
- • No EU COC → individual vehicle approval

Tax rules and sources
- EU duty 10% + VAT 19% (on price + freight/insurance + duty) ↗ verified 2026-09-02
- Countervailing duty on new China-built BEVs and range-extender cars (Reg. (EU) 2024/2754, Art. 1): the maker-specific rate (BYD 17.0 / Geely 18.8 / Tesla 7.8 / listed cooperating makers 20.7) applies only with an invoice issued by a listed producer and carrying the signed declaration; otherwise the 'all other companies' rate of 35.3 applies. SAIC and makers not on the list pay 35.3 ↗ official 2026-10-02
- A price undertaking (minimum import price + quota) can replace the countervailing duty, but only where the Commission has accepted it; on 2026-02-10 it accepted Volkswagen (Anhui) for the CUPRA Tavascan — all other makers still pay the duty ↗ official 2026-10-02
- China-spec cars without COC need §21 StVZO individual approval (TÜV) ↗ verified 2026-09-02
EU duty 10% + VAT 19%, no registration tax; Chinese-spec cars need TÜV single-vehicle approval. Countervailing duty update (2026-10): without an invoice issued by a listed manufacturer and carrying the required declaration the rate is 35.3% for every maker; range-extender cars are included; a car counts as used only if registered for more than 6 months and driven more than 6,000 km.

A VAT number does not automatically make vehicle VAT deductible: eligibility and the deductible share depend on the importing country, vehicle use, type and price. Business buyers should subtract only the VAT they have confirmed is recoverable when assessing net cost. Eligible businesses in Portugal and some other countries may account for import VAT on the return instead of paying at customs; this is not an exemption and does not itself grant a deduction.
