Who can import and what gets in

• Who can import: Individuals and companies may import; companies need Ministry of Commerce registration and a GDT VAT number, declarations go through ASYCUDA World, individuals usually use a broker
• Left-hand drive only; right-hand-drive cars have been banned from import and registration since 2001
• Used cars may be imported with no age ban, but duty is assessed on the GDCE used-vehicle reference price list (by model / year), not the invoice
• From 1 April 2026 the import duty on battery-electric cars is 0% (Sub-Decree 52), plug-in hybrids 7%; special tax and VAT still apply

Left-hand-drive market; used cars are allowed but taxed on the customs reference price list. Petrol cars pay 35% duty + special tax by engine size (20% up to 1.0L, 50% for 1.0–3.0L, 55% above 3.0L, per the 2021 GDCE notice) + 10% VAT; since 1 April 2026 battery-electric cars pay 0% duty and PHEVs 7% (Sub-Decree 52), BEV special tax is 10%, VAT still applies. Main gateway is Sihanoukville; right-hand-drive cars are banned.
