Passenger-car duty is 0% (Albania's 2023 WITS submission) and there is no import excise, so only 20% VAT on CIF + duty applies; the BEV VAT exemption covers only new, zero-km, never-registered cars (VAT Law Art. 51(p)), leaving new BEVs with little beyond port and registration fees; used BEVs pay 20% at import, but this page treats every BEV as exempt, so a used BEV is understated by about $4,000 (estimate).
