- • Quién puede importar: Kuwaiti-registered companies holding a valid vehicle import licence may import in volume; citizens may import one car every two years in their own name (MOCI temporary licence, KWD 7); non-citizens cannot import in their own name
- • Used cars are generally limited to 5 years from first registration; the MOCI temporary-licence page says 10 years with Vehicle Committee approval beyond that — quote conservatively on 5
- • Right-hand-drive cars cannot be imported or registered, LHD only; cars must meet GSO Gulf standards and pass KUCAS conformity (PAI technical evaluation certificate) to clear customs

- US ITA country guide: Kuwait applies the GCC common tariff, general import duty 5% of CIF; 12-digit GCC integrated tariff since 1 Jan 2025 ↗ oficial 2026-10-03
- US ITA country guide (Apr 2026): Kuwait has not implemented VAT ↗ oficial 2026-10-03
- PwC tax summary: Kuwait has not implemented VAT and applies the 5% GCC CIF customs duty; the 2026–2030 fiscal plan rules out VAT before 2028 ↗ verificado 2026-10-04
- Excise (selective) tax is still under discussion and not legislated; the proposed scope is tobacco, sweetened drinks and luxury goods (incl. luxury cars), not ordinary passenger cars ↗ verificado 2026-10-04
- MOCI temporary vehicle import licence: up to 10 years old, older needs Vehicle Committee approval; one car every two years; fee KWD 7 ↗ oficial 2026-10-03
- Carrier / relocation import guides: used cars generally limited to 5 years (citizens one per two years; licensed companies unlimited but also ≤ 5 years), RHD prohibited, duty 5% CIF ↗ verificado 2026-10-04
- PAI imported-vehicle conformity (KUCAS): the importer obtains a technical evaluation certificate on the GSO certificate before clearance; certification-body TIR fee from USD 270 (FOB ≤ USD 60,000) ↗ oficial 2026-10-04
Used cars are generally limited to 5 years (10 under the MOCI temporary-licence route, older needs committee approval); right-hand drive is prohibited, LHD only; cars must meet GSO Gulf standards and pass KUCAS conformity. Duty is the GCC common tariff of 5% on CIF; Kuwait has no VAT and currently no excise (the proposed selective tax targets tobacco, sweetened drinks and luxury goods, not ordinary passenger cars), so the landed cost is mainly duty + clearance and port charges + KUCAS / GSO conformity + Traffic Department inspection and plates, all estimated. Volume imports need a licensed Kuwaiti company as importer; non-citizens cannot import in their own name. Route Shanghai / Guangzhou to Shuwaikh / Shuaiba by RoRo.
