Rules and sources

Used cars have no age limit but are valued on Argus references, and right-hand-drive cars cannot normally be registered. Passenger cars pay 20% duty (CET category 3) + 10% ISCP special excise (on CIF + duty) + 18% VAT on a base including duty and excise, plus statistical fee 1%, WAEMU solidarity levy 1%, AES levy 0.5%, AU levy 0.2%, PVI verification 0.75% and transit guarantee 0.25% (estimate), about 60% of CIF in total; no battery-electric relief, and commercial importers without trader status pay an extra 5% withholding. Landlocked: sea freight to Dakar or Abidjan, then about 1,200 km of transit road to Bamako (road leg $1,000–1,650 shown as destination charges); register promptly at the Bamako vehicle single window after clearance.
