China-built passenger cars are outside the ACFTA concessions, so new cars including BEVs pay MFN duty of 70%; special consumption tax runs from 35% (up to 1.5L) to 150% by engine size, BEVs up to 9 seats pay 3% until 28 February 2027 (then 11%); VAT is 10% (SCT goods are excluded from the 8% cut) on CIF + duty + SCT. Registration adds a first registration fee: 0% for BEVs until 28 February 2027, 10% for petrol cars (12% in Hanoi / Hai Phong). Cars arrive via Hai Phong or Ho Chi Minh City; port and inspection fees are estimates.
